Independent Building Inspector vs Builder's Own Inspection
Somewhere near the end of your build, your builder will offer a "final inspection", a "handover walk-through", or their own "PCI". It sounds like the independent inspection you have read about — but it is a fundamentally different thing. This guide explains the difference, why it matters, and when an independent inspection is worth paying for.

The problem: "final inspection" doesn't mean "independent"
Builders routinely offer a final walk-through or an internal quality check before handover. These are genuinely useful — but they are carried out by the builder, or by someone the builder engages, and they assess the builder's own work. When the same organisation both does the work and judges whether the work is acceptable, the check is not independent. That is the single most important distinction to understand before your handover.
What "independent" actually means
An independent building inspection has three defining features. First, the inspector is QBCC-licensed and accountable to that licence. Second, the inspector has no commercial relationship with your builder — no referral arrangement, no shared interest in signing the job off. Third, the inspection assesses the work against an external standard — the QBCC Standards and Tolerances Guide and the relevant Australian Standards — rather than the builder's internal checklist. The report is written for you, in your interest, and it is documented so it can be acted on.
Independent vs builder-supplied — side by side
| Factor | Builder's own inspection | Independent inspection |
|---|---|---|
| Who performs it | The builder, or a party the builder engages | A QBCC-licensed inspector with no relationship to the builder |
| Whose interest it serves | The builder's | Yours |
| What it measures | The builder's internal quality checklist | QBCC Standards & Tolerances + relevant Australian Standards |
| Written report | Often none, or a brief internal note | Dated, photographed, clause-referenced report — same day |
| Defect leverage | Limited — self-assessment | Documented list your builder must address before final payment |
| Use in a dispute | Weak — not independent | Independent evidence for a QBCC complaint or QCAT |
| Typical cost to you | Included in contract | $550 per stage / $660 PCI (under 220m²) |
The legal difference in Queensland
If a defect dispute escalates, the evidence that carries weight is independent, dated and documented. A standards-referenced report from a QBCC-licensed inspector is exactly that — the kind of material that supports a QBCC complaint and, if it goes further, a QCAT application. A builder's undocumented self-assessment carries far less weight because it is neither independent nor, usually, written down. We cover the escalation process in detail in our QCAT building dispute guide.

Cost: "free" versus paid teeth
A builder's inspection is included in your contract, so there is no separate bill — but it comes with no independent leverage. An independent PCI costs $660 inc GST for homes under 220m², and what you are buying is a documented, standards-referenced defect list that your builder is contractually obliged to address before you release your final payment. On a new-home contract, that is low-cost insurance. Individual stage inspections are $550 each if you want the same independence earlier in the build.
When it matters most
- At practical completion — before you make your final, largest payment
- In a defect dispute — independent documentation is the evidence that counts
- Before your warranty expires — an independent 11-month warranty inspection catches emerging defects while the builder is still obligated to fix them
- At any covered-up stage — pre-pour, frame and pre-plaster all hide work permanently once the next stage begins
Independent vs builder inspection — FAQs
Is my builder's final inspection the same as an independent inspection?
No. A builder's final walk-through or internal quality check is carried out by the builder or a party the builder engages — the same organisation whose work is being assessed. An independent inspection is carried out by a QBCC-licensed inspector with no commercial relationship to the builder, whose only job is to report on the work in your interest.
Do I still need an independent inspection if the certifier signs off?
Yes — they do different jobs. A building certifier confirms the work meets the minimum requirements for statutory approval and occupation. An independent building inspection assesses workmanship and finish against the QBCC Standards and Tolerances Guide and the relevant Australian Standards, which is a broader, more detailed standard than certification alone. Many defects that matter to you at handover are outside the certifier's remit.
Is a builder's inspection really free?
It is usually included in your contract, so there is no separate invoice — but 'included' is not the same as independent. The value of an independent report is that it gives you a documented, standards-referenced list of defects that the builder is contractually obligated to address before you make your final payment. That leverage is what you are paying for.
Does an independent report carry weight in a dispute?
A dated, photographed, standards-referenced report from a QBCC-licensed inspector is exactly the kind of independent evidence that supports a QBCC complaint or a QCAT application. This is general information, not legal advice — for your specific situation you should consult a solicitor — but as a matter of practice, independent documentation is far stronger than an undocumented verbal disagreement with your builder.
How much does an independent PCI inspection cost?
A practical completion (PCI) inspection is $660 inc GST for homes under 220m². Set against the size of a new-home contract and the cost of rectifying defects after handover, an independent inspection at the right stage is low-cost insurance.
